'We hope that Miley Cyrus will apologise to her fans and the APA community for this lapse in judgment and takes the opportunity to better understand why the gesture is offensive.'The OCA said the inclusion of an Asian American in the photo, the only one in a group of eight who wasn't pulling a face, did not make the image acceptable.

This isn't the first time Miley has attracted controversy for her personal photos.
